Submission on Portable Benefits in Ontario

UWGT is committed to working with government and our partners to ensure that all workers have access to affordable benefits and receive full and equal employment rights in Ontario.

The nature of work has changed significantly, with temporary, part-time, self-employment, and the digital gig economy making up 60% of all job growth over the past 30 years. This work is often precarious and characterized by uncertainty and insecurity, with little or no access to health, dental and other wellness benefits — disproportionately impacting workers who are women, racialized individuals, newcomers and youth.

A portable benefits program where all workers, and their dependents, have access to affordable and comprehensive benefits without impacting their ability to be recognized as employees would be a step towards providing the stability needed to keep workers healthy and employed, reduce overall healthcare and social services costs, and allow employers to attract the workers they need.
